Regulatory actions of atmospheric air polution
Air as one of necessary element for existing organisms, is tightly protected by legislation. For human health protection and climate changes prevention, legislation makes the requirements to enterprises which conduct industrial emissions of pollutant substances into atmospheric air. Such emissions mean any substances which go in air as a result of production process of legal entities and individual entrepreneurs. It can be as sophisticated processes, for example: metallurgy industry, production of medical preparations etc.; to daily processes: cooking, work of internal-combustion engine. Therefore, such processes which are realized in frameworks of business activity for getting profit, are conducted management of natural resources.
According to the requirements of current environmental protection legislation, it is forbidden to conduct emissions of pollutant substances into atmospheric air without corresponded Permission (License). Permission for emissions of pollutant substances into atmospheric air through stationary sources – is a document providing enterprises a right to conduct emissions. It is issued by authorities of executive power due to enterprise’s application.
The validation of permission for emissions depends on group to which enterprises belong, on used equipment which is a source of emissions of pollutant and indicator of quantity pollutant substances. Majority of enterprises, which conduct emissions of pollutant substances are belong to the third group and have right to obtain unlimited permission for emissions. It means that they are not obligated to re-obtain permission in 5-10 years, in opposition to enterprises of first and second groups. Attention: in case of changes of technological process, enterprises must again conduct source inventory of emissions and correct permission or obtain new one. The validation of permission will be defined by volume of emissions/ technological equipment etc.
It worth to note that permission for emissions of pollutant substances into atmospheric air considers only stationary sources – sources of permanent place location. Stationary sources can be organized (there are equipment for gathering gas, dust, pollutants; for example, tube) and unorganized (conduct emissions in air without directed gas-dust stream; for example, open space, courtyard of industrial site).
Defining of sources of emissions, substances and their quantity are conducted by qualified specialists of MCL, LLC in the sphere of ecology and air protection. The result of this works is a Report on source inventory of emissions of pollutant substances into atmospheric air. Conduction of source inventory of emissions is sophisticated scientific process involving laboratory measurements and determining of quantitate and qualitative indicators of emit substances. This report is designed due to instruction and consists of information, which are necessary for obtaining permission for emissions of pollutant substances into atmospheric air through stationary sources. Specifically: existence of organized and unorganized sources of emissions, gas treatment units (GTU), list of quantity pollutant substances, results of laboratory measurements, calculation of real volume of emissions of pollutant substances which is conducted under methodology and approved norms. Report on source inventory must register at corresponded state authorities of environmental protection. Based on this report are developed documents that justify volume of emissions of pollutant substances into atmospheric air – documents, which are required for obtaining permission for emission.
Justified documents can be developed by organization which are put into the List of establishments, organizations and institutes for conduction design of document justifying volume of emissions, which is under Ministry of ecology and natural resources of Ukraine.
